Introduction

Background

The annual regional consultative meetings (CONS) provide a forum for discussion on fish stocking regimes, fish population surveys and other related recreational fisheries management issues.

Meetings involve representatives from Fisheries Victoria (FV), Primary Industries Research Victoria (PIRVic), Victorian Recreational Fishing Peak Body (VRFish), Water Management Authorities, Catchment Management Authorities, Department of Sustainability and Environment (DSE), and other organisations interested in recreational fishing.

The meetings:

  • Review the current year's stocking plan and identify necessary modifications,
  • Draft the following year's stocking plan,
  • Identify management questions to be answered by stock or catch assessments,
  • Identify current fishery management issues.

The meetings are the focal points for information from various sources, including requests and viewpoints from angler. Draft reports of the meetings are prepared by FV and circulated to participating stakeholders for comment.

The Department acknowledges and commends the important contribution made by stakeholders who give up their time to prepare for and attend these meetings.

Family Fishing Lakes Program

In addition to more than 1.3 million salmonid and native fish stocked into lakes, impoundments and rivers, Fisheries Victoria undertakes an annual program of stocking on-grown or advanced yearling trout into smaller waters. These waters are normally less than 5 hectares in surface area and primarily in popular locations with access for junior and disabled anglers. This program was previously know as the Small Waters Program but is now referred to as the Family Fishing Lakes Program.

School holiday and/or other events including Fishing Week are targeted for these releases, with the majority coinciding with the second and third term holidays when water temperatures are best suited to trout. Rainbow trout are usually stocked as they are normally bigger than the available brown trout at that time of year and are reputedly easier to catch by inexperienced anglers.

PRESENTATION OF INFORMATION ITEMS

REVISED FUNDING OF STOCKING PROGRAMS USING RFL FUNDING

PROCESS

  • All fishing proposals are directed to FV in the first instance
  • All fish stocking proposals are assessed against existing fish stocking protocols and policies at the annual Regional Fisheries Consultation Meetings (CONS).
  • At the conclusion of CONS, FV documents variations from the previous years stocking program (+/- fish by water body, region and state for each species as per attached example for brown trout)
  • FV costs these additional stockings bench marked against current stocking levels and DPI and RFL funding allocations prior to the Minister seeking the Fisheries Resource Allocation Committee's (FRAC') advice on the proposed expenditure for the new stocking program.
  • Minister approves and announces funding for stocking programs highlighting major new stockings.
  • Funds provided to FV for program.
  • FV provide report to FRAC at conclusion of annual stocking program detailing what was delivered compared to what was planned, and return unexpended funds as per attached example.

BENCHMARKING COSTS

  • 2005 Stocking program is based on a combination of base DPI funding and RFL funding totalling $215,292 (includes $50,909 delivered on behalf of client group stockings).
  • Annual pricing structure for additional fish to be negotiated with FRAC based on annual review of cost structure.
  • Initial analysis indicates FV may be able to progressively reduce the costs of fish production over time.

Boosting Recreational Fishing and Tourism Opportunities Initiative

The Victorian Government's recently announced Provincial Statement:- Moving Forward: Making Provincial Victoria the best place to live, work and invest recognises recreational fishing as major social and economic contributor to provincial communities and a major tourism drawcard. As such the Government has committed an additional $3.2million to substantially improve recreational fishing and associated tourism outcomes in provincial Victoria over the next four years.

This will be achieved by providing increased opportunities for recreational fishing across provincial Victoria, improved recreational fishing facilities and infrastructure at selected sites while promoting and encouraging a more family friendly image of the sport.

The project will:

  • develop a number of heavily stocked waters providing enhanced entry level fishing opportunities;
  • enhance identified riverine reaches with high recreational angling values; and
  • promote and encourage a more family friendly image of recreational fishing through a targeted marketing and communication campaign.

Fish Habitat Protection - Fisheries Notice

Many recreational fisheries remain severely affected by the continuing dry conditions and are experiencing very low water levels. During these times the collection of standing and fallen dead timber from the exposed lake bed depletes fish habitat and limits their future suitability for valuable native fish species, such as Murray cod and golden perch.

For the fourth consecutive year, FV intends to introduce a 12 month ban on the removal of dead timber, fallen or standing, from below the high water mark of nominated impoundments.

This increased protection strengthened existing water authority by-laws controlling the harvest of timber from lakebeds.

The current Fisheries Notice expires on March 26th 2006 and will be renewed for another 12 months.

Permanent protection continues to be investigated.

Under this Fisheries Notice, the maximum fine for collecting wood from dry lakebeds is $2,000.

Inland Fisheries Management Plans

A process of preparing ten inland fishery management plans has recently commenced. The management plans will be developed on a geographic basis that aligns with each of the ten CMA regions in Victoria, consistent with advice from the Fisheries Co-Management Council (FCC).

The first of these new inland fishery management plans, the Glenelg Hopkins Fishery Management Plan, will be released for public comment in early 2006. Preparation of a North East Fishery Management Plan has recently commenced. The remaining eight plans will be developed over the next three years.

All management plans are being prepared with oversight from a steering committee that includes representatives from VRFish (2 nominees), Catchment Management Authorities (CMAs), local government, indigenous interests, FCC, water authorities, and FV. The public will have an opportunity to have input into the preparation of the management plans through public meetings and by providing comment on draft management plans.

Translocation of Fish in Victorian Inland Public Waters

The Protocols for the Translocation of fish in Victorian Inland Public Waters document is now available on the DPI website.

The protocols have been developed in accordance with the Guidelines for the Translocation of Aquatic Organisms in Victoria and describe the measures that apply to the translocation of native and salmonid species for recreational fishing and conservation purposes. The protocols take account of the substantial benefits associated with wellmanaged stocking programs while providing a framework to minimise the potential risks associated with translocations of this nature.

Fish Production back 'In House'

In a boost to Victoria's successful fish stocking program, the production of trout and salmon has been brought 'in house' - under the control of FV after 10 years of production by a private company. This was announced by the Minister for Agriculture Mr. Bob Cameron on Friday 2 September 2005.

By moving the fish breeding program back to FV, the department will be able to have more control over the quality and quantity of fish to meet the objectives of the Government and the recreational fishing sector. The previous out-sourcing of fish production meant that Victoria had been locked into supply contracts that had resulted in inconsistencies with the size, quality and number of fish supplied. Fisheries Victoria will now be better able to control the production of fish to ensure that fish stocked into Victorian waters are produced efficiently and are of good quality.

The Department currently stocks more than 1.3 million trout, salmon and native fish into about 140 of Victoria's inland lakes, impoundments and streams. Under the new arrangement brown trout, rainbow trout, Chinook salmon, Murray cod and trout cod will be produced at Snob's Creek. Supplies of golden perch, silver perch and Australian bass will also be stocked..

The Regional Fisheries Consultations Meeting Outcomes reports can now be viewed on-line at the Departmental web site under Fish Stocking - Recreational Fish Stocking Program. The 2005 report is available now.

On-line Guide to the Inland Waters of Victoria

The 5th edition of the 'Guide to Inland Angling Waters of Victoria' is available on-line on the Department of Primary Industries (DPI) website - www.dpi.vic.gov.au/angling.

The revised edition includes more information on the various government agencies responsible for managing fish and fish habitat, including water authorities and catchment management authorities.

Release of Trout Fishing Brochure

The Victorian Government recognises the significant social and economic benefits resulting from well-managed recreational trout fisheries with recreational fishing contributing an estimated value of more than $400 million throughout the state.

It is committed to maintaining and, where possible, enhancing these fisheries across Victoria. In support of this aim Fisheries Victoria has produced a brochure titled "Managing Recreational Trout Fisheries for the Benefit of Victorian Communities".

Almost half of all angling effort in Victoria occurs on freshwater lakes, rivers and streams. Trout are one of the most harvested species in these waters and are considered a choice table fish by many fishers. Nearly half of all trout harvested in Australia are caught in Victoria.

Trout have been stocked in Victorian waters since the 1860s. Since 1960, over forty-one million trout have been released in numerous lakes, rivers and streams across the state.

Today, management incorporates several practices to provide an integrated approach to freshwater fisheries management. Fisheries Victoria utilises a combination of regulation, stocking and habitat improvement to manage trout fisheries.

The figures indicated are based on the projected water levels for each of the identified water bodies. Figures shown in brackets are the maximum stocking rates approved for 2006/07 if water levels substantially exceed current projections.

The numbers of fish listed are those proposed but actual numbers stocked may vary in response to environmental or other factors. Proposed stocking rates are also subject to budget availability from a combination of recurrent DPI funding and funding provided from the Recreational Fishing Licence (RFL) trust account.

Salmonids - Family Fishing Lakes

The Family Fishing Lakes Program, previously known as the Small Waters Program, stocks ongrown or advanced yearling rainbow trout into suitable impoundments. They are generally of 5 acres in surface area or less. The primary purpose is to provide a recreational fishing experience to junior or disabled anglers. To achieve this, the waters should be close to populated areas and have good access.

The stockings are aligned with the second and/or third term school holidays plus any Fishing Week or junior fishing clinic events. This generally coincides with water temperatures best suited to trout. In most instances rainbow trout are stocked as they are normally bigger than the available brown trout at that time of year and are reputedly easier to catch by inexperienced anglers.

Fish Population Surveys from 2005

Cowwar Weir

A Regional Fisheries survey to determine current
fish populations and potential for stocking was
schedules for 2005. This was not undertaken
because of other Fisheries priorities.

Narracan Lake

A Regional survey to determine the success of recent stockings post-works program was conducted in mid 2005. No trout were captured, only three common carp. A follow up survey in late spring 2006 has been suggested.

Hyland Lake

A Regional survey was conducted mid 2005. No fish were captured. Recent anecdotal information suggests that anglers are taking trout and small redfin as well as large numbers of carp.

Traralgon Creek

PIRVic conducted a survey in Traralgon Creek in August 2005 to determine the status of the wild brown trout population and identify constraints that may be limiting productivity.

In summary, four sites were surveyed with a total length of 290 metres. Ninety four fish in total were captured with brown trout (67) being the most abundant. Other species present were river blackfish (3), short-finned eel (21), Australian smelt (1) and tupong (2).

The length frequency of the brown trout indicates 3 different year classes present. The mean condition (K) factor of the brown trout was fair, which is an improvement on the 1989 results (poor).

Although Traralgon Creek has been stocked previously (last in 1983), survey results indicate that stocking is not warranted at this time. Anecdotal information provided during the 2006 CONS was that reasonable numbers of trout from several year classes have recently been captured by anglers.

Other Management Issues

FISHERIES VICTORIA

Timing of the 2007 CONS meeting.

The FRAC have request consolidated fish stocking data from the CONS process be presented in March each year. This has greatly reduced the amount of time available to collate, analyse and document this data.

In an attempt to create more time for preparation of the data, FV put forward the concept of moving the Gippsland CONS and as a consequence, the Gippsland angling club meeting, forward to some time in February each year. Some potential clashes with existing commitments were identified at the time. FV will look at other alternatives and present these to the second angling club meeting later in the year if required.

AUSTRALIAN BASS PRODUCTION

Background

In 2004, FV sent Australian bass broodfish to NSW Fisheries Port Stephens facility in an attempt to improve the reliability of supply for recreational stockings.

Nodavirus, a 'notifiable' disease, was later detected in Australian bass at Port Stephens. Subsequently, neither the broodstock nor their progeny could be returned to Victoria. As a consequence no Australian bass have been released in Gippsland waters by Fisheries Victoria in the last 2 seasons.

Current Situation

In collaboration with the private sector, Fisheries Victoria began a trial in late 2005 to establish the capacity to produce Australian bass within Victoria. The initial trial used genetic stock from the Snowy River catchment.

Sufficient success was achieved during the trial to indicate we now have the capacity to produce Australian bass for release in the 2006/07 stocking season.

A strategy is to be developed covering issues such as a suitable source of broodfish.

Macalister River Creel

Background

  • Concerns had been raised over the returns to anglers of stocked rainbow and brown trout from the Macalister River and whether the practice of stocking should be continued.
  • Fish species present in the system include brown trout, rainbow trout, redfin, Australian bass, river blackfish, eels and carp. Some trout spawning occurs in the system and the river is also stocked with trout to improve recreational angling.
  • Angler catches were assessed during the salmonid open season from September 2003 to June 2004 with a creel survey, and trout stocks were determined using electrofishing survey techniques.
  • Summary of survey results
  • Over the period of the creel survey (200 sessions, 800 hours), 452 interviews were conducted.
  • No anglers were encountered during 73 sessions (37%).
  • A total of 365 fish were caught, with 86 fish released.
  • Although trout were the primary target of anglers, carp were the most abundant species caught, followed by brown trout, rainbow trout, redfin, Australian bass and, surprisingly, golden perch.
  • Three golden perch were reputedly caught by anglers. The possibility of miss-identification of a morphological similar species (ie Australian bass) is likely.
  • The majority of anglers were visitors from Melbourne and its surrounding postcodes, however anglers from Gippsland comprised 42% of the anglers fishing the Macalister River.
  • 23.9% of anglers were from the local area.
  • Over the survey period, 87 brown trout were caught indicating a 5.2% return from stocking
  • 21 rainbow trout were caught, with tagged fish indicating a 38.1% return from stocking for rainbow trout.
  • The estimated total catch of brown trout was 917 fish, with a harvest of 571 fish and a catch rate of 0.141 fish per hour.
  • The estimated total catch of rainbow trout was 338 fish, with a harvest of 127 fish and a catch rate of 0.052 fish per hour.

Thus the trout fishery appears to be supported adequately by existing, self-maintaining wild populations of both brown trout and rainbow trout. Stocked rainbows did provide reasonable returns as a proportion of numbers stocked, but we are only talking about low numbers of fish overall.

VRFish

Concern was expressed that there were limited impoundment recreational fishing opportunities within Gippsland and new opportunities should be actively sought.

Water Management Authorities

The representative from Southern Rural Water presented information on the future management of Blue Rock Lake. A total review of the management of the lake is likely in the future so issues such the current restrictions on boat/motor size and speed will be addressed then and not as a separate issues.

Information was also presented that the future management regime of Glenmaggie Lake may see increased utilisation of the total volume of water. As a consequence, water may be drawn down to lower levels toward the end of the season.

Eildon Pondage Creel Survey

BACKGROUND

In 2004, the RFL trust account allocated $107,000 to Fisheries Victoria to stock additional trout over 2 years into the Eildon pondage and undertake a 12- month creel survey.

Fisheries Victoria presently stocks nearly 6,000 trout into the Eildon pondage every year. All of these fish are 2 and 3-year-old trout, weighing between 1 and 4 kilograms each. All trout released up to and including December 2005 into the pondage were individually dart tagged to allow for better data collection.

The creel survey commenced in September 2004 and will 'benchmark' the pondage fishery by answering the following questions:

  • Who catches what, where, when and how?
  • How long do stocked trout remain in the pondage before they are caught?
  • Where do anglers come from and how much do they spend on their visit to the pondage?
  • How satisfied are anglers with their fishing experience at the pondage?

This information will be used by fisheries managers to optimise the stocking strategy and, where possible, further improve fishing opportunities in the pondage.

RESULTS

Collation and analysis of data has begun. No outcomes or recommendations are available.

Lake Hume Creel Survey

BACKGROUND

With Fisheries Victoria assuming responsibility for all of Lake Hume on 1 September 2004, the RFL trust account and the Department funded a 3-year study to learn more about the fishery. The study commenced in 2005 and hopes to answer the following key questions:

  • What fish species are in Lake Hume?
  • How healthy are these populations?
  • Who catches what, where, when and how?
  • What contribution does fish stocking make to anglers' catches?

All of the 50,000 brown trout yearlings stocked into the lake in 2004 and 2005 were fin-clipped to differentiate them from naturally recruited 'wild' fish. An additional 10,000 rainbow trout stocked by Rex Hunt Futurefish Foundation (RHFF) and funded by the RFL were also fin-clipped prior to release.

SUMMARY OF INITIAL RESULTS

Creel surveys commenced in July 2005 and since then over 300 anglers have been interviewed and their fish measured. The survey will finish in July this year when estimates of the total annual recreational catch will be calculated. While the interviews are mainly boat based, the research team also interviews bank anglers. Fish population surveys are also being conducted but no information is available at this time.

Tallangatta Creek Trout Stock Assessment

Regional Fisheries staff were scheduled to survey Tallangatta Creek to determine the status of the wild trout population.

Twice in 2005 electro-fishing surveys were scheduled, but on both occasions, high water flow prevented their completion.

In February 2006, a 30 metre section in the upper reaches of the Tallangatta creek catchment was surveyed by electrofishing by PIRVic staff. Seven brown trout were captured ranging in length from 114 - 597 mm with the largest fish weighing 1.7 kg. Several other fish were observed but not captured. Numerous blackfish were also present.

Initial analysis suggests the seven brown trout were from at least three, possibly four, separate year classes including last years recruits. This would strongly suggest that an adequate remnant population of brown trout exists in the upper Tallangatta creek system.

King River Pirvic Research Project Bid

In 2005, PIRVic submitted a research bid to the FRAC to investigate and quantify water temperatures and riparian habitat for the King River below Lake William Hovell. It was thought that high water temperatures may be the limiting factor behind anecdotal reports of low trout numbers during summer.

The bid to the FRAC for RFL funding of a 2 year project was not successful.

It is worth noting that in a defacto way, the North East Catchment Management Authority may be proving a long term solution through their willow removal and re-vegetation projects along the King river.

Fisheries Victoria

Fisheries Victoria proposed the stocking of trout cod as a recreational species into specific waters. Negotiations with DSE have progressed significantly which may allow for a limited harvest of the Flora and Fauna Guarantee Act listed fish in one or two small waters.

An initial stocking of 5,000 trout cod into Kerford Lake, Beechworth was proposed and agreed to. A risk assessment would be required for any recreational stocking and would be undertaken by FV.

VRFishz

VRFish to generate a letter to all fishing clubs. It will explain that in most cases, where FV or the RFL Trust Account already provide funds for the stocking of a particular water, there are alternative and more effective ways they can contribute to and enhance recreational fishing opportunities than the provision of funds for client stockings.

VRFish and Goulburn Valley Association of Angling Clubs (GVACC) believe that FV and VRFish continue with their partnership when addressing fisheries management issues and take a strategic approach at State, Regional and local levels.

Other

Goulburn Valley Association of Angling Clubs request the stocking of Nagambie Lakes with 25,000 fingerling and 2,500 dart tagged yearling Murray cod.

Fisheries Victoria supports in principal the concept of stocking Murray cod into Nagambie Lakes subject to a review of its status in the Goulburn - Eildon Regional Fishery Management Plan (GERFMP).

The Manager Inland Fisheries will facilitate a small working group to develop a strategy consistent with GERFMP.

Nagambie Lakes was last stocked in 1990 with 10,000 GP. Initial Screening for Murray cod would be required.

To achieve this, the waters should be close to populated areas and have good access.

The stockings are aligned with the second and/or third term school holidays plus any Fishing Week or junior fishing clinic events. This generally coincides with water temperatures best suited to trout. In most instances rainbow trout are stocked as they are normally bigger than the available brown trout at that time of year and are reputedly easier to catch by inexperienced anglers.

Fish Surveys Undertaken in 2005.

Richardson River

In May 2005, Regional Fisheries Officers conducted a netting survey upstream of the Richardson/Avon weir.

Nine mesh nets and nine fyke nets were set overnight for a soak time of 18 hours. The size of the mesh nets ranged from 101 - 127 mm.

Results: (Complete weight range could not be determines due to equipment failure)

  • 26 golden perch ranging from 44 to 480 mm. (A 360 mm fish weighed 800 gms)
  • Five catfish ranging from 420 to 495 mm. (A 430 mm fish weighed 1180 gms)
  • 12 redfin ranging from 44 to 410 mm. (no weights)
  • 11 common carp ranging from 35 to 390 mm
  • Two goldfish

It is likely four year classes of golden perch were captured.

Tullaroop Reservoir

A planned netting survey during 2005 was not undertaken. Numerous anecdotal reports of trout captures throughout the year provided sufficient information.

While the majority of reports related to fin clipped brown trout, reports of rainbow trout and 'wild' brown trout captures were also received. The fish seemed to be in exceptional condition with fish released in 2004 now weighing as much as 2,700 gms. One "wild" brown trout (photo included) was weighed at 9lb.

Cairn Curran

PIRVic staff commenced the Cairn Curran creel survey in late 2005. Outcomes will not be available until the completion of the survey.

The objective of the survey is to estimate the catch and determine angler preferences for stocked species. This information will assist Fisheries Managers and VRFish in considering the need to change management arrangements when the Bendigo Fisheries Management Plan (BFMP) is reviewed.

Lake Modewarre Fishkill

BACKGROUND

In December 2004 a large fish kill of carp estimated to be in excess of 100 tonne occurred in Lake Modewarre. At that time no other species were found dead, despite the fact that the lake is known to support eels, redfin, gudgeon, galaxias and stocked trout.

Water samples and fish sent to Attwood laboratories indicated no bacterial or viral signs, or any evidence of infection. The cause of death was consistent with exposure to salty water.

In late January 2005, a netting survey was undertaken to determine what, if any, carp and other species remained in the lake. This survey coincided with a second fish kill event. Several thousand dead and dying eels washed up onto the shores. The survey captured three short-finned eels. No trout or carp were captured. Samples of eels were taken for analysis. Galaxias samples were also taken after noticing several fish were swimming slowly and had a white fungus on their skin. All samples were analysed by the DPI aquatic animal health unit and again there was no evidence of an infectious agent. Two significant rainfall events occurred prior to and after the eel kill with the level of the lake rising and a significant amount of run-off entering the lake.

On 8 February 2005, Fisheries staff conducted a second round of netting surveys due to the poor results of the first survey. The only species captured were two eels.

An outcome of the 2005 CONS was 'further stocking dependant on success of caged trials to confirm water can again support salmonids'.

Current Situation

As of 24 Jan 2006, the water level continues to fall with the water temperature at 21.9 OC, dissolved oxygen (DO) at 8.5 mg/l, pH of 9.3 and salinity 15ppt. These measurements were the same through-out the entire water column. While the DO is acceptable, the pH, water temperature and salinity are of concern and slightly higher than readings taken in December 2005.

As of 27 January 2006, more eel deaths have been reported. Environment Protection Authority (EPA) is investigating with the assistance of FV. The water level is reported to be dropping rapidly with water temperatures and salinity rising.

Fisheries Victoria is keen to see Lake Modewarre return to the productive trout fishery of previous years, but until there is substantial improvements in water quality, this is unlikely to occur.

With the current conditions, any attempt to conduct a "caged trial" is thought to be extremely risky and an unwise use of resources. It is proposed that once conditions improve substantially, FV negotiate with VRFish and other relevant stakeholders with a view to conducting a low level stocking trial.

LAKE MODEWARRE CREEL SURVEY

Background

In December 2003, a 12-month creel survey commenced at Lake Modewarre. The objective was to:

  • estimate the total harvest of stocked rainbow trout and brown trout
  • ask anglers a range of questions about their fishing experience and their aspirations for this fishery, and
  • quantify the proportion of fin-clipped trout caught by anglers (stocked as yearlings) versus those that are not clipped (stocked as fingerlings)

Results

Report incomplete, awaiting final data.

Stocking of Stony Creek Reservoir

Rex Hunt Futurefish Foundation is to notify FV in advance of future proposals to conduct client stockings for fishing events in Stony Creek Reservoir.

Region

  • Regional staff are to contact Barwon Water in an attempt to gain fish stock data from Bostock Reservoir. As part of a carp reduction program, Barwon Water may contract a private electro-fisher to work the reservoir. If this occurs, species composition and condition data may be available for stocked brown and rainbow trout.
  • Regional staff to monitor and document fish length/weight data during up-coming events at Karkarook Lake. This will provide data to assist ongoing management of the fish population.
  • Regional staff to investigate if recent bushfires in the Moorabool river catchment have had any detrimental effect on trout populations.

VRFish

RHFF are to provide timely notification to Fisheries Victoria of future proposals to conduct client stockings for fishing events in Stony Creek Reservoir.

Lake Bullen Merri

Background

In mid-2002, PIRVic obtained funds to undertake a 12-month creel survey at Lake Bullen Merri, near Camperdown.

This project aimed to estimate the total harvest of stocked fish, including trout, salmon and Australian bass and ask anglers a range of questions about their fishing experience and their aspirations for this fishery.

The fieldwork component of the project was completed late in 2003.

Preliminary management advice was provided at the 2004 consultation forum and a change in management was adopted with increased stocking of Chinook salmon.

Results

The final report has not yet been published.

Merri & Hopkins River Creel Survey Results

Background

In September 2003, creel surveys on the Merri and Hopkins Rivers commenced.

This project aimed to determine the return to anglers of fin-clipped trout that have been stocked for many years. Attitudinal information and angler satisfaction will also be gauged. Fieldwork finished in 2004.

Results

The final report has not yet been published.

Fish Population Surveys Undertaken Since Cons 2005

Lake Bullen Merri stocking rate survey

Background

In 2004, FV increased the stocking rate for Chinook salmon into Lake Bullen Merri. This was in response to requests from the Camperdown Angling Club for more salmonids and an improved supply of Chinook salmon from Narangi P/L and PIRVic.

The increase in stocking was conditional on a follow-up survey to monitor the condition factor of salmonids. The survey would determine whether the increased stocking rate was adversely affecting the quality of the salmonid fishery.

The survey results suggested that the condition factor of salmonids has not changed significantly since the increase in stocking rate. On this basis, the higher stocking rate for Chinook salmon was maintained in 2005.

Other relevant information gained from the 2005 survey included:

  • Almost 21% of the bass captured were at or above the legal minimum length of 25 cm. This figure was 17% in the 2004 survey.
  • The relatively high catch of Chinook salmon indicates that, compared with other stocked salmonid species in the lake, they are surviving and growing well.
  • Consistent with previous surveys, the rainbow trout catch is low. This species does not appear to survive longer than 1 year after their release in Lake Bullen Merri.

Results

Preliminary analysis indicates the condition factor of brown trout was consistent with the range found in previous surveys, however analysis indicates a reduction of the condition factor of Chinook salmon.

Lake Purrumbete Fish Survey

Background

Salmonid stocking rates at Lake Purrumbete were increased in 2004 following requests from local angling groups.

A similar approach of monitoring the condition factor was agreed to as the primary means by which fisheries managers could determine if the increased stocking rates were affecting the quality of fish available to anglers.

The survey results suggest that the condition factor of salmonids has not changed significantly since the increase in stocking rate. On this basis, the higher stocking rate was maintained in 2005.

Results

Preliminary analysis indicates the condition factor of brown trout was consistent with the range found in previous surveys. Low catch rates for Chinook salmon and rainbow trout mean that no conclusion can be drawn for these species.

Konongwootong Reservoir Survey 2005

2005 was the second year of rainbow trout only stocking into this water. The objective was to determine whether the quality of trout could be improved by amending the stocking rates and/or species composition.

As with 2004, a regional fish population survey was conducted in early November 2005 by Portland Fisheries Officers. The objective of the survey was to determine the condition factor and species composition of stocked rainbow and brown trout, as well as redfin and tench numbers.

Summary

There was a slight improvement in the condition factor (K) of the trout in 2005 with an average of 1.2 (fair to good) compared to a K of 1.0 (poor) in 2004. It would be difficult to draw any definitive conclusions from this data as other variables have not been measured and so not considered.

It would appear that while brown trout were still relatively abundant, the capture of 2004 release rainbow trout was relatively low. Once again, it would be difficult to draw any definitive conclusions from this data but it would appear that brown trout may provide a better potential for return to anglers in this water.

Conclusion

In consultation with local angling groups, consideration should be given to creating a mixed fishery with the resumption of brown trout

Lake Wartook Fish Survey 2005

In response to trout angler reports of poor catch rates from Lake Wartook, a CONS 2005 outcome was to conduct a survey to determine the condition and abundance of fish species present.

In June 2005, Regional Fisheries staff undertook a netting survey using a combination of fyke and gill nets plus bait traps. All equipment was worked overnight with limited daylight fishing effort.

Survey Results

The results indicate that brown trout are abundant and fish are in good condition. Stomach samples were taken from a range of fish, which indicated galaxias species were the main food source. The number, size and condition of the other angling species (redfin and blackfish) were also good given the time of year and restricted equipment used.

An observation relating to water conditions at the time of the survey may be an influencing factor on angler returns and perceptions of stock levels. Wartook was well below full capacity and very clear. As a consequence, a large part of the lake was less than 2 meters deep. Species such as trout may tend to become nocturnal feeders in these conditions and stealth would be the key to their capture.

Wimmera River Survey 2005

Background

For the past 6 years, Fisheries Victoria has stocked Murray cod into the upper reaches of the Wimmera River. Fisheries staff conducted two surveys in 2004, one in October and a second in November, with drum , mesh and fyke nets plus set lines.

The survey did not catch any fish. An outcome from 2005 CONS was to repeat the survey in 2005 to assess the catfish and Murray cod population above Glenorchy Weir. This would be considered along with angler catch reports from the Elmhurst and Stawell angling clubs to refine the current stocking strategy.

Outcome

The results support the decision to discontinue the stocking of Murray cod into the upper reaches of the Wimmera River.

Other Management Issues

Fisheries Victoria

  • A brief summary of the potential impact of the recent Grampians bushfire was presented. A relatively small area of the Wartook Lake catchment was burnt. Most of the Bellfield Lake, McKenzie Creek and Mt. William Creek catchments were scorched. The impact may not be known for some time yet.
  • Grampians Wimmera Mallee Water are undertaking a Headworks Review. The outcomes have the potential to impact on the recreational fishery over a wide area. Fisheries Victoria will have an input to the review.

VRFish

  • The Wendouree Water Strategy was discussed. Its outcomes have the potential to effect the future of the Wendouree Lake recreational fishery. Fisheries Victoria has had input into the process.
  • Support was given for progressing permanent legislative protection for "woody habitat" over the current system of ongoing12 month Fisheries Notices.

Glenelg Hopkins Catchment Management Authority

The Glenelg Hopkins CMA representative gave an overview of progress with the installation of filters intended to restrict the downstream movement of undesirable aquatic life from Rocklands Reservoir into the lower Glenelg river. It is believed they will be operational in the first half of 2006.
